Laws Regarding Firearms in Rhode Island. Is it Really THAT Bad?

Firearms Possession in Rhode Island

In Rhode Island, individuals are allowed to possess firearms in their homes or places of business without a permit, as long as they are not prohibited by law from owning firearms. However, certain firearms, such as Ar15s, may be subject to additional restrictions and regulations.

What Are The Requirements to Purchase a Handgun in Rhode Island?

To purchase a handgun in Rhode Island, individuals must obtain a state license called a "Blue Card." The Blue Card is issued by the local police department and requires completing an application, submitting fingerprints, passing a background check, and paying a fee. Blue Cards are valid for four years and are required for each handgun purchase. For long guns (rifles and shotguns), no license is required to purchase them in Rhode Island. However, federal background checks are still conducted by licensed firearms dealers under the National Instant Criminal Background Check System (NICS).

Is It Legal to Carry Gun in Rhode Island?

Rhode Island is a "may-issue" state when it comes to concealed carry permits. This means that the state has discretion in granting permits to carry concealed firearms. To obtain a concealed carry permit, individuals must apply to the Attorney General's office or the local police department, depending on their place of residence. The applicant must provide a valid reason for carrying a concealed firearm(*Unconstitutional), such as personal protection or employment. They must also demonstrate good moral character(*Unconstitutional), complete a background check, and undergo fingerprinting. The local law enforcement agency conducts an investigation, and the final decision to issue a permit rests with the Attorney General. Open carry of firearms is legal in Rhode Island without a permit.

Reciprocity

It's worth noting that Rhode Island has reciprocity agreements with some other states, allowing individuals with valid out-of-state permits to carry concealed firearms in Rhode Island, subject to certain conditions.
